That depends on where you're located.

I'd budget about $50/hour for a good freelancer. Anyone offering to do it on the cheap doesn't have the experience you want.

Unless you need to do this frequently, I suggest just doing it yourself. It really isn't difficult. Buy "Grantwriting Guide for Dummies". It is really good to get you started and grant announcments usually have pretty tight guidelines so, most often you can do it yourself. I used to doa  little grantwriting and I didn't think it was that hard.
